Emperor Fred
Shogun Iei Iei Tokugawa

He's called "Emperor" in Samurai Pizza Cats, but in Kyatto Ninden Teyande, he's the Shogun. During Japan's Edo period, the shoguns held the actual power, while the Emperors didn't have much to do with actually running of the country. The name "Iei Iei Tokugawa" is a pun on the name of the first Edo Shogun, Iyasu Tokugawa. Other than that, the two don't really have much in common. Iei Iei seems to have more in common with Japanese comedian Shimura Ken's character, Baka Tono-sama, a goofy nobleman with his hair done up in a tall knot. As a ruler Iei Iei/Fred doesn't really do much, he leaves most of the work to his council or his daughter. But on those rare occasions that he does give a command, his word is law. In Samurai Pizza Cats, he usually just says "Fred!" or sings nonsence, sometimes dancing and waving his various fans around. In Kyatto Ninden Teyande, he often comments on whats going on around him by saying "Baka" (Crazy) or "Ahou" (Foolish). Occasionally, Fred will say something that makes sence, when this happens, people get worried because that's just not normal for him.

Fred is a panda, so you might wonder why his daughter is a rabbit. Well, his wife, Fredia (Usa no Tsubone in Japan), is a rabbit, and in cartoons the girls usually look like mom and boys look like dad.

Fred is also very wealthy, the coins and currency even have his picture on them.
