Emperor Fred is the "official" holder of royal power in Little Tokyo. However, he is quite mad. He spends his days going around scat singing and being generally impossible to understand. His most common comment is any number of variations upon his own name. Occasionally the man he was before the madness shines through and he says something that is at least intelligable, but not often. He does not share he wife's passion for firearms and wanton destruction, or his daughter's fondness of abusive use of power.
