It's her (Only) flute... She keeps it there for use it in her introduction and the Heart  Breaker... This is not a mistery; don't you have the model sheets??


She has it even in her NES sprite...



EDIT: I hadn't looked your pic with attention, it is the episode when  Polly Esther loses her flute... I think it is just another mistake from the animators since we see how  Polly Esther is playing the cornet that Speedy Cerviche gave her...
